The case of the writ petitioner is that the writ petitioner was posted on the post of District Audit Officer on 03.09.2019 and the next post, for which the writ petitioner seeks promotion is Deputy Chief Audit Officer/ Deputy Director. The writ petitioner claims to be fully eligible in all respects. 3. Prayer in the present petition is for a direction to the respondents to consider the claim. 4. Learned Standing Counsel submits that the claim of the writ petitioner needs adjudication at the first instance by the first respondent, State of U.P. through Additional Chief Secretary, Ministry of Finance, Government of U.P., Lucknow. 5.
