Heard Shri Rajesh Kumar Yadav, learned counsel for the petitioner as well as Shri Ajay Kumar Gautam, learned counsel for the respondents. 2. A preliminary objection has been raised by the learned counsel for the respondents on the ground that this Court has no territorial jurisdiction to entertain the present writ petition, particularly when the punishment/ dismissal order came to be passed at Odisha, the appellate order was passed in Telangana and revisional order was also passed in Telangana and merely because the writ petitioner is a resident of Chandauli, will not clothe the jurisdiction to entertain the present writ petition. He seeks to rely upon a Full Bench judgment of this Court passed in Rajendra Kumar Mishra Vs. Union of India, 2005 (1) ACJ 375, wherein the following was observed:- "13.
