A preliminary objection has been raised by the Shri Manish Kumar, learned Standing Counsel that as per the provisions contained in paragraph 4 of the writ petition, the writ petitioner happens to be a resident of a village wherein the respondent no. 5 is also resident, and according to the writ petitioner, the respondent no. 5 is not entitled to be accorded selection and appointment to the post of Constable, particularly when criminal cases are pending against him. 3. According to the learned Standing Counsel, the writ petitioner has no locus standi, as the present writ petition is nothing but a PIL in disguise. 4. Having heard the submissions so made across the bar, in the opinion of the Court, the writ petitioner has no legal right being the complainant. 5.
