Singh, learned counsel for the writ petitioner as well as Shri Manish Kumar, learned Standing Counsel for the State. 2. Shri Manish Kumar, learned Standing Counsel for the State, has made a statement at the Bar that he is well equipped with the instructions and he is in a position to argue the matter and he does not propose to file any affidavit and the writ petition be decided on the basis of the documents available on record. With the consent of the parties, the writ petition is being decided at the fresh stage. 3. The case of the writ petitioner is that he was initially appointed on the post of junior clerk on 30.11.1989 under Dying in Harness Rules, 1974 and, thereafter, he was promoted on the post of senior clerk and, thereafter, as administrative officer. That while the writ petitioner was working on the post of administrative officer alleging misconduct and loss sustained to the dep
