The case of the writ petitioner is that he was appointed on the post of Urdu Translator-Junior Assistant on 06.03.1995 and thereafter he was regularised on 26.07.2001 and thereafter promoted on the post of Urdu Translator-Senior Assistant on 04.07.2007 and he seeks promotion on the post of Head Assistant. 3. Prayer in the present petition is for a direction to the respondents to consider the claim. 4. Learned Standing Counsel submits that the claim of the writ petitioner needs adjudication at the first instance by the third respondent, Superintending Engineer Rural Engineering Department Circle Office, Gorakhpur. 5.
