Heard Shri Raj Narayan, learned counsel for the writ petitioner as well as Shri Vijay Lal, learned Additional Chief Standing Counsel. 2. The case of the writ petitioner is that father of the writ petitioner, who was working as a traffic constable in civil police, died in harness on 19.7.2003. The writ petitioner, who claims to be a disabled person, was given compassionate appointment as a cook in the year 2003. He seeks promotion to the post of Clerk i.e. Class III post. 3. Learned Standing Counsel submits that claim of the writ petitioner needs determination at the first instance by the respondent No.3. 4.
