Heard Shri Amit Kumar Tiwari, learned counsel for the writ petitioner as well as Shri S.K. Pal, learned counsel for the respondent Nos. 1 to 3. 2. A preliminary objection has been raised by the learned counsel for the respondents that the writ petition may not be maintainable, particularly as the writ petitioner happens to be a track-man in railways, seeking transfer. The objection is based upon Section 19(v) of the Administrative Tribunal Act, 1985 and on the basis of judgment of the Hon'ble Supreme Court passed in L. Chandra Kumar vs. Union of India AIR 1997 SC 1125. 3. Learned counsel for the writ petitioner does not dispute the above legal and factual position. 4. Accordingly, the writ petition is disposed off, leaving it open for the writ petitioner to approach the Central Administrative Tribunal having territorial jurisdiction over the matter.
