The case of the writ petitioner is that the writ petitioner was appointed as a Class-IV employee on compassionate grounds on 20.7.1990 and was regularized on 25.4.1999. However, the period from 27.9.1990 to 25.4.1999 has not been counted for ACP. 3. Learned counsel for the writ petitioner submits that compassionate appointment is always a permanent appointment not a temporary one. 4.
