The grievance of the writ petitioner is that he was appointed on the post of Constable on 01.08.1989 and he was promoted on the post of Head Constable in the year 2022 and a minor punishment came to be imposed, which came to be an end after a period of five years post 2022. However, the writ petitioner claims promotion on the post of the Sub-Inspector. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner is to be decided at the first instance by Respondent no.4. 4.
