Heard Sri Om Prakash Tripathi, learned counsel for the writ petitioner and Sri Gaurav Singh, learned Standing Counsel for the State. 2. Sri Gaurav Singh, learned Standing Counsel has produced before this Court under the signature of the Collector/ District Magistrate, Meerut/ Respondent no.2. dated 27.11.2025. According to him, they are self- sufficient for disposal of the writ petition and he does not propose to file any affidavit. 4. With the consent of the parties, the writ petition is being decided at the fresh stage. 5.
