The case of the writ petition is that while writ petitioner was posted as District Panchayat Raj Officer, he has been placed under suspension on 22.08.2025 with the allegation that during the deliberations and assessments made, it was found that the writ petitioner had committed misconduct while posted in Sambhal for the year 2024-25 wherein with respect to cleanliness project of Swachh Bharat Mission, ODF + Phase-II, R.R.C. and garbage collection was not as per the norms CCS being community toilet was not clean and was not in proper condition and the its position was in deteriorating condition. 5.
