The case of the writ petitioner is that he was appointed as a Constable in the Provincial Armed Constabulary (PAC) on 20.10.1998, though the writ petitioner was imposed with a punishment, he preferred Writ-A No. 63006 of 2025 (Avinash Prakash Pathak Vs. State of U.P. and others) against the order of the State Administrative Tribunal, which came to be allowed on 19.03.2025. However, the writ petitioner has not been considered for promotion to the higher post. 4. Learned Standing Counsel submits that claim of the writ petitioner needs determination at the first instance by the respondent No.3. 5.
