Heard Shri Awadh Narain Rai, learned counsel for the writ petitioner as well as Shri Gaurav Singh, learned Additional Chief Standing Counsel for the State. 3. The case of the writ petitioner is that he was appointed as a Constable. Now, he seeks promotion to the post of Head Constable. However, owing to a punishment order imposed upon him, consequent to the order of the competent authority, now nothing remains adverse against the writ petitioner and, therefore, his claim for promotion stands crystallized. 4.
