Heard Sri Arvind Kumar Dixit, learned counsel for the writ petitioner and Sri Vijay Lal, learned Standing Counsel for the State. 2. The grievance of the writ petitioner is that he was appointed on the post of Gram Panchayat Adhikari on 21.12.1984 and superannuated on 31.12.2021, but he has not been accorded retiral benefits including Gratuity, Leave Encashment, Insurance, Pension and also ACP and increment. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner is to be decided at the first instance by Respondent no.2, Deputy Director Gorakhpur Mandal, Gorakhpur. 4.
