Heard Sri Vijay Gautam, learned Senior Advocate assisted by Sri Navneet Yadav (Enrollment No. UP35840/25) holding brief of Ms. Arya Gautam, learned counsel for the writ petitioner and Sri Gaurav Singh, learned Standing Counsel for the State. 2. The case of the writ petitioner is that he was appointed on the post of Constable on 10.11.1962, promoted on the post of Head Constable in 2016, on the post of Sub-Inspector in the year 2018 and superannuated on 30.12.2022. According to the writ petitioner, the fourth respondent on 07.06.2023, without putting to the writ petition to notice, in a unilateral manner, has got modified the pay-scale of the writ petitioner from Rs.60,400/- to Rs.44,900/- w.e.f. 01.07.1997. Learned counsel for the writ petitioner further submits that post-retirement, the same could not have been done, as the same is not a case of fraud, concealment or misrepres
