Heard Sri Krishna Kumar Mishra, learned counsel for the writ petitioner and Sri Rahul Malviya, learned Standing Counsel for the State. 2. On the oral request of learned counsel for the writ petitioner, he is permitted to implead 'Additional Inspector General of Police, U.P. at Lucknow' as Respondent no.5 in the array of parties. 3. This Court on 18.11.2025 sought instructions from the learned Standing Counsel. 4. Today, instructions have been produced, which are taken on record and marked as Appendix 'A'. 5. A statement has been made by learned Standing Counsel that he is well equipped with the instructions, which are self-sufficient for disposal of the writ petition, and he does not propose to file any affidavit, as such the writ petition be decided at this stage. 6. With the consent of the parties, the writ petition is being decided at the fresh stage. 7. The case of the writ petitioner is that whil
