The grievance of the writ petitioner is that though the writ petitioner is a Consultant, Level-III, however, a punishment order came to be passed, which was subject matter of challenge in Writ-A No.24300 of 2012, which came to be allowed on 19.09.2018 requiring the respondent to pass a fresh order and thereafter a decision has been taken by the respondents on 11.09.2024 to accord benefits to the writ petition exonerating him of charges. The writ petitioner claims promotion from Level-IV to Level-V. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner needs adjudication at the first instance by Respondent no.1. 4.
