This Court by virtue of the order dated 03.11.2025 in the leading writ petition and on 27.8.2025 in the connected writ petition, required learned Standing Counsel to obtain instructions. 3. Today, Sri Manish Kumar, learned Standing Counsel has produced instructions before this Court, stating that they are self-sufficient and he is in a position to argue the matter and he does not propose to file any affidavit.
