This Court on on 28.10.2025 sought instructions from the learned Standing Counsel, pursuant whereto, instructions have been produced under the signatures of Deputy Commissioner, Headquarters, Gautam Budh Nagar dated 16.11.2025. 3. Learned Addl. Chief Standing Counsel submits that he is fully equipped with the instructions and he does not propose to file any affidavit and the writ petition be decided on the basis of the documents available on record. 4.
