Shri Vishal Singh has produced before this Court instructions under the signature of Deputy Labour Commissioner, Budaun dated 19.11.2025, which is taken on record. 4. A joint statement has been made by learned counsel for the parties that they do not propose to file any affidavit and the writ petition be decided on the basis of documents available on record. 5. With the consent of the parties, the writ petition is being decided at the fresh stage. 6.
