FACTUAL BACKGROUND 2. Broadly stated, the case of the prosecution is that the complainant, Vivek Gupta, had submitted a handwritten complaint to the Anti-Corruption Branch (ACB) on 05.04.2006. He alleged that about a month prior thereto, he had visited the office of the Municipal Corporation of Delhi (MCD) at Sector-5, Rohini, where he submitted two applications – seeking sewer and water connections for Flat No. 118, Pocket B-9, Sector-5, Rohini, belonging to his uncle,
