A perusal of the record indicates that on 12.03.2013, the Court ordered for short counter affidavit clarifying the factual position by the State- Authorities. 3. Apparently, neither the short counter affidavit has been filed nor the petitioners have followed the present petition, which has been filed in the nature of Public Interest Litigation. 4.
