Issue a writ, order or direction in the nature of mandamus thereby commanding the opp. parties specially the opp.party no.2 to 4 to set up inquiry against the opp.party no.5 who has submitted the fake certificate from time to time in respect of construction of drain, while no construction has been made up till now, so take appropriate and strict action against him and direct to the authority concerned to complete the construction of drain with immediate effect." 2.
