Heard. 2. This is a Public Interest Litigation. 3. We have gone through the pleadings and the relief(s) prayed. In the pleadings, we do not find any foundation on facts for the reliefs prayed in the writ petition. No doubt on a bare perusal of the relief clause, the issues raised appears to be important but then what is the cause of action. If the petitioner files a PIL then he is required to do some research work before filing a PIL. There has to be some basis for the reliefs prayed when the petitioner says that the Right of Children to Free and Compulsory Education Act, 2009 is not being properly implemented including in private schools, there have to be specific facts averred in this regard with reference to specific instances, which may have come to the petitioner's knowledge and some data needs to be given.
