The petitioner in this writ petition seeks restoration of seniority and advancing of the petitioner in seniority from 134 to 324 in the seniority list without impleading the parties over whom the petitioner seeks seniority. 2. It is settled, in State of Rajasthan v. Ucchab Lal Chhanwal1, Vijay Kumar Kaul v. Union of India2, Indu Shekhar Singh v. State of U.P.3, J.S. Yadav v. State of U.P.4 and Padam Singh Jhina v.
