After hearing the parties, Shri Parimal Bhatt, learned counsel appearing for respondent no.5 states that his clients are only putting pipeline which is required for providing water to the neighbour of the petitioner, and there is no illegality in it, especially as, the pipeline would be underground and does not in any manner affect the rights, if any, of the petitioner. 3. Learned counsel for the petitioner states that Gram Pradhan is constructing a Khadanja on the same land. Learned counsel for Gaon Sabha states that pipeline is being laid under an existing rasta, that is land which is being being used as rasta, and wherever the rasta needs repair that is done by the Gaon Sabha, nothing more is being done. 4.
