By means of this petition filed under Article 226 of the Constitution, petitioner has sought to question the charge-sheet and the departmental proceedings initiated against the petitioner by the State Government under the order impugned on the ground that those persons who were entrusted with the task in question regarding the scholarship, themselves admitted that for the misplacement of the documents Sunil Kumar Verma and Ritesh Kumar were responsible and hence there was no occasion to proceed against the petitioner. 3.
