By means of this petition filed under Article 226 of the Constitution, petitioner is seeking a direction to the respondent No.- 2 to complete the on going inquiry/ investigation against the respondent No.- 4. 3. Learned counsel for the petitioner submits that petitioner was physically assaulted by the respondent No.- 4 for which he has resorted of criminal proceedings as well. 4. Learned Standing Counsel questions the maintainability of this petition at the instance of complainant as no public interest litigation is entertainable in service matters. 5. Upon a pointed query being made learned counsel for the petitioner could not establish any right that would accrue to him in the event petition is entertained and appointment of respondent No.- 4 is questioned, nor could meet the preliminary objection raised by the learned Standing
