Heard learned counsel for the parties and perused the records. 2. It is argued by learned counsel for the petitioner that petitioner is suffering from physical disability in the nature of chronic neurological conditions that resulted in affecting his left hand writer's cramp. Petitioner is left hander and it is claimed that petitioner cannot write in the written examination by his left hand continuously for a long time. 3. It is contended that in the Civil Services Examination conducted by Union Public Service Commission petitioner was permitted to take help of scribe. 4. It is further submitted that petitioner has submitted a similar disability certificate issued by Chief Medical Officer, Durgakund, Varanasi, U.P. dated 20th May, 2025, the Secretary U.P. Public Service Commission or the main examination of state civil services examination scheduled to be held on 12th October, 2025 but no decision has
