By means of this petition filed under Article 226 of the Constitution, petitioner has prayed for following substantial relief: "(A). Issue a writ, order or direction in the nature of mandamus directing the respondent authorities to provide service benefit, pensions and all other benefit to the petitioners from 18.5.2003, in spite of 19.2.2004, whereas the petitioners have initially participated in rally recruitment on 18.5.2004 in Group Centre, Jamshedpur." Learned counsel for the petitioner states that in above regard petitioner has already approached the authority concerned for consideration of his claim by means of a representation (Annexure - 5 to the writ petition) which has rem
