Heard Sri Vijay Guatam, learned Senior Advocate assisted by Ms. Atipriya Gautam, learned counsel for the petitioner and learned Standing Counsel for State-respondents. 2. By means of this petition, filed under Article 226 of the Constitution of India, the petitioner has prayed for promotion from the post of Constable to the Head Constable under the provision of Rule 5 & 17 of the Uttar Pradesh Police Constable & Head Constable Services Rules, 2015. 3. It is pleaded vide paragraph nos. 16 to 18 of the petition that many junior persons have stood promoted and it is also pleaded vide paragraph no. 8 that no criminal proceedings currently, are pending against the petitioner. 4. Learned Standing Counsel does not have any objection, in the event petitioner is permitted to make representation afresh before the Competent Authority raising all his grievances annexing therewith the copy of the list
