It is contended that the petitioner's candidature for promotion was placed in sealed cover on account of pending criminal case being case crime no. 40 of 2004 under Sections 392, 411 IPC and Sections 7, 13(1)(a) read with Section 13(2) Prevention of Corruption Act.
