By means of this petition filed under Article 226 of the Constitution, petitioner has prayed for following substantial reliefs: "(i). issue a writ, order or direction in the nature of mandamus directing the respondent authority to promote the petitioner on the next higher post in pursuance to the Government order dated 26.08.2005 as well as promotional list prepared by promotion committee; (ii) issue a writ, order or direction in the nature of mandamus directing the respondent to pay promotional pay scale of Rs.5400/- to the petitioner as given to junior employee of the petitioner along with arrears of salary from the date junior is getting promotional benefits."
