The submission advanced by learned counsel for the petitioner is that the deficiency in uploading the leave as to the students profile on the official website on 25.08.2025 that was found to be lacking on the part of the petitioners in the development block, namely, Pahasu, District Bulandshahar as it had stood accomplished soon on 05.08.2025 itself. Besides this, it is contended that the charge is not so serious that even if pressed, may lead to major penalty as this is not a case of deliberate negligence amounting to mis-conduct. 3.
