Heard learned counsel for the petitioner as well as learned Standing Counsel. By means of this petition filed under Article 226 of the Constitution, petitioner has challenged the order of punishment in appeal and revision passed in the year 2012 and 2015 respectively. Learned Standing Counsel has raised preliminary objection as to the maintainability of this petition after a lapse of more than a decade of the passing of the order impugned. Upon a pointed query being made, learned counsel for the petitioner could not offer any plausible explanation to condone the delay and laches on the part of the petitioner except for taking ground that he is aged above 40 years. In none of the paragraphs of the writ petition any cogent reason has been assigned for approaching this Court after a delay of more than 10 years.
