Heard Shri Jaiprakash Narain Rai, learned counsel for petitioner and learned Standing Counsel. 2. By means of this petition filed under Article 226 of the Constitution petitioner has prayed for writ of certiorari to quash the order dated 18.01.2018 passed at the behest of Governor imposing penalty in the nature of censure. 3. Learned Standing Counsel on the contrary submits that petitioner has approached the Court after more than seven years and petition is liable to be dismissed on the ground of delay and laches. 4. Meeting the objections, learned counsel for the petitioner submits that the petitioner was satisfied with the order dated 18.01.2018 but now since the respondents have sanctioned criminal prosecution against the petitioner in the year 2023 the petitioner has now gone aggrieved by the order.
