Petitioner is aggrieved by the order of punishment dated 16.03.2019 passed by the disciplinary authority, whereby his two increments have been withheld and disciplinary proceeding has been drawn against him. 3. Learned Standing Counsel submits that petitioner has an alternative efficacious remedy of statutory appeal which he ought to have exhausted in the first instance. 4. At this stage, learned counsel for the petitioner states that appeal has now become time barred. 5. Having heard learned counsel for the respective parties and having perused the records, I consider it appropriate to give one more opportunity to the petitioner to prefer statutory appeal under the U.P.
