Heard learned counsel for the parties and perused the records. 2. The petitioner was engaged by the Koral Club situate on the campus of Northern Central Railway, Prayagraj and is aggrieved for not regularizing services by Koral Club authorities despite the fact that he had discharged her duty for petty long 32 years. 3. Sri Navneet Chandra Tripathi, learned counsel for the respondent Nos.- 2 & 3 submits that Koral Club though was being run in the campus of Northern Central Railway but was being managed by a private outsourcing agency and hence petitioner may raise his plea through common law remedy, if so advised. It is contended that railway has nothing to do with the employees engaged in Koral Club by service providers. 4. In the given facts and circumstances of the case, when respondent No.- 4 is not governed by any statutory rules or regulations in respect of running of the club, so far as its m
