And 3 Others Counsel for Petitioner :- Ashish Gupta Counsel for Respondent :- C.S.C. Hon'ble Ajit Kumar,J. Heard learned counsel for the parties and perused the records. By means of this petition filed under Article 226 of the Constitution, petitioner is seeking a direction to the respondent No.- 3 to continue on going inquiry/ investigation into the appointment of respondent No.- 4. Learned Standing Counsel questions the maintainability of this petition at the instance of complainant as no public interest litigation is entertainable in service matters inasmuch as petitioner not being the member of the respondent establishment, shall have no stakes in the appointment of the respondent No.- 4. Upon a pointed query being made learned counsel for the petitioner could not establish any right that would accrue to him in the event petition is entertained and appointment of respondent No.- 4 is questioned, nor could meet the preliminary objection raised by the learned Standing Counsel. In view of the above, I decline to grant indulgence in the matte
