Heard learned counsel for the parties and perused the records. 3. By means of this petition filed under Article 226 of Constitution of India, the petitioner has prayed for quashing of the transfer order dated 15.07.2025 which has been issued in public interest and administrative exigency and whereby petitioner has been transferred from office of Settlement Officer of Consolidation, Ghaziabad to office of Settlement Officer of Consolidation, Moradabad. 4. It is contended by learned counsel for the petitioner that the order of transfer may be in public interest or administrative exigency but in violation of the transfer policy dated 06.05.2025 wherein vide Clause 3.2, it is provided that transfer is to be made within 10 per cent of the total employees and firstly the person who has stayed for more period and senior in terms of stay at a station, should be transferred f
