This application has been moved by applicant/Mr. Sukhinder Bir Singh whereby he seeks his impleadment in the present petition. He submits that he is already a party to the appeal in question, which fact has not been disputed by learned counsel for the petitioner as well as by learned Standing Counsel for MCD. 2.
