Petitioner alleges disposal of scrap by the Nagar Panchayat without following the due procedure prescribed for the same such as through tender. 3. Learned counsel for Nagar Panchayat who is present says that the petition is absolutely misconceived. There was a proper tender for disposal of scrap which was published in newspaper. 4. Be that as it may, we are not satisfied with the pleadings in the writ petition for entertaining this P.I.L. If there is a cause and the petitioner has proof of any illegality/ corruption, he can initiate proceedings before the competent authority. He can inform the concerned authorities or approach the Lokayukta if otherwise permissible in law or seek other remedies but the pleadings are too casual before us to proceed any further. 5.
