These are matters primarily in the domain of the concerned officials/statutory authorities. Let the Commissioner, Consolidation, if he has jurisdiction in the matter consider the application of the petitioner expeditiously, if there is a cause. If he does not have jurisdiction then it shall be forwarded to the State Government. We have not at all entered into nor adjudicated the merits of the assertions made in the petition.
