The petitioner has made an application to the Chief Development Officer, Mainpuri requesting him to widen a road, which has been rid off encroachment by the Revenue officials recently. The application has invoked some kind of administrative powers of the Chief Development Officer dehors any statutory provision or the involvement of public duty. This Court in exercise of our jurisdiction under Article 226 of the Constitution do not sit to recommend for favourable consideration the case of one litigant to the other. After all, the petitioner and the Chief Development Officer both are the litigants before this Court. There is no substantive relief claimed by the petitioner, such as one in the nature of a mandamus asking this Court to direct the Chief Development Officer, Mainpuri to take steps to widen the public road, which has been rid off encroachment.
