By instituting these proceedings under Article 226 of the Constitution of India, the petitioners have prayed for the following reliefs: “A. a writ of mandamus or any other writ, order or direction to Respondent to expeditiously dispose of all pending applications under Clause 20C (3) of Fertilizer (Inorganic, Organic or Mixed) (Control) Order, 1985 Order, 1985 (“FCO”) for inclusion of specifications of biostimulants in Schedule VI of FCO within a reasonable period of time
