This writ petition has been filed by the petitioner aggrieved of the recovery certificate dated 15.01.2022 issued by the respondents in relation to the road tax of the vehicle in question. 2. Submission has been made that the petitioner had purchased a vehicle on 17.10.2015 with the aid and assistance from the Tata Motors Finance Ltd. However, as in the year 2016 in Delhi NCR area, the diesel vehicles were banned, whereafter the said vehicle of the petitioner was lying at petitioner's residence uselessly, the petitioner surrendered the vehicle to the finance company on 30.03.2017, in respect whereof an agreement (Annexure-6) was executed between the petitioner and the finance company.
