The application for issuance of any such certificate is prescribed to be considered and disposed of within fifteen days. The petitioner has placed on record, a proof of uploading the application on the official website, as is evident from annexure No.7 to the writ petition, which has registered the details of uploaded application. Once the time of fifteen days is prescribed for undertaking the necessary exercise, we fail to understand as to why such application has not been considered and decided at the earliest, despite a period of more than four months having been lapsed.
