By means of this petition filed under Article 226 of the Constitution, petitioner has prayed for following relief as substantial relief: "i) to issue a writ, order or direction in the nature of Mandamus directing the respondent no. 1 to promote the petitioner from Level-4 to Level-5 from the date 31.12.2024, when his junior persons have been promoted on Leavel-4 to Level-5 and also assign seniority accordingly." It appears from the records that in the above regard petitioner has already represented the matter to the respondent no. 1 vide representation dated 13.02.2025 sent by registered post, copy of which is annexed as Annexure No. 3 to the petition.
