Petitioner who is seeking promotion from the post of Sub- inspector to Inspector is aggrieved for the respondents i not opening the sealed cover despite the fact that the documents relating to promotion of petitioner on the basis of which recommendation was made by the Departmental Promotional Committee came to be placed in sealed cover on 12.11.2020 and ground taken is that a criminal case is pending against the petitioner. 3. It is contended that the criminal case in which petitioner has been allegedly implicated, charge-sheet came to be filed in the year 2009 and ever-since then the case has remained pending and petitioner has not been at all responsible for the delay in disposal of criminal trial.
