By means of this petition filed under Article 226 of the Constitution petitioner has submitted that the entire monetory loss for which the recovery has been directed from the pension has already stood deposited in the concerned heads and no dues certificate has also been issued in this regard by the District Social Welfare Officer, Prayagraj. 3. It is submitted that the petitioner had already applied before the Director Social Welfare, U.P, Lucknow to reconsider the matter in the light of the those fact which he has raised in his representation dated 27.08.2024. 4. Learned Standing Counsel submits that since the approval has been obtained in the matter from the Hon'ble Governor therefore, the Director may not be the competent authority. 5.
